DCOS Executive Director Honored with Prestigious Top Gun Award

The Development Corporation of Snyder (DCOS) is proud to celebrate a remarkable achievement: Executive Director Barbara Leatherwood has been awarded the David Evans Top Gun Award by the High Ground of Texas, one of the region’s most respected honors in economic development.

The award recognizes one individual each year who exemplifies exceptional leadership, collaboration, and commitment to advancing the economic vitality of West Texas. Established in 2002 and renamed in memory of longtime member David Evans in 2009, the Top Gun Award highlights those who continually raise the bar for regional excellence and impact.

Barbara’s recognition places Snyder at the forefront of West Texas progress. As Executive Director of the DCOS, she has led with a clear vision, rooted in collaboration, strategic growth, and community pride. Through her leadership, Snyder has strengthened its partnerships across the region, attracted significant investment, and created a climate where both businesses and residents thrive.

Barbara currently serves on the High Ground of Texas Board of Directors, representing Snyder and the West Texas region at numerous conferences and business recruitment events.
